Step 3 - Processing of KENTRADE Consignment Documents (Permit)
After obtaining the necessary master documents through the KENTRADE system, the next step in the import/export clearance process involves the Processing of KENTRADE Consignment Documents. This step ensures that all shipment-specific documents are in order for the smooth importation of sugar and sugar by-products.

Import Declaration Form:
- An Import Declaration Form (IDF) is a mandatory document for all imports into the country. It provides details about the goods being imported, including the type, quantity, and value. This form must be completed accurately to avoid delays in the import process.

Bill of Lading:
- The Bill of Lading (BOL) is a legal document issued by the carrier to the shipper, detailing the type, quantity, and destination of the sugar/sugar-by-products being shipped. It serves as a shipment receipt and is essential for customs clearance.

Certificate of Conformity /UNBS Permit /KEBS Diamond Mark of Quality:
- This certificate ensures that the imported sugar/sugar-by-products meet the required standards and specifications. Depending on the product and country of origin, importers may need a Certificate of Conformity, a UNBS Permit (Uganda National Bureau of Standards), or the KEBS (Kenya Bureau of Standards) Diamond Mark of Quality.

Certificate of Origin:
- A Certificate of Origin is a document used in international trade that certifies that the sugar/sugar-by-products being exported are wholly obtained, produced, manufactured, or processed in a particular country. It is important for verifying the origin of the goods and for any preferential trade agreements or duty reductions.

Commercial Invoice:
- The Commercial Invoice is a detailed bill provided by the exporter to the importer, listing the sugar/sugar-by-products being sold, their quantity, price, and terms of sale. It is crucial for customs valuation and determining the duties and taxes payable.

Customs Entry or Exit Documents:
- These documents are required for customs clearance and provide details on the sugar/sugar-by-products entering or exiting the country. They are essential for ensuring that all goods comply with customs regulations and have paid the necessary duties and taxes.

Preshipment Approval Letter – White Refined Sugar:
- This letter is a prerequisite for importing white refined sugar and must be obtained before shipment. It confirms that the importer has received the necessary approval for the importation of the specific consignment of sugar.
Application Process:
- Submission: Applications for processing consignment documents are submitted online through the KENTRADE portal at www.tfp.kenyatradenet.go.ke.
- Review: The submitted documents are reviewed by the relevant authorities to ensure they are complete, accurate, and comply with all regulatory requirements. This review process helps facilitate the smooth clearance of goods at the port of entry.
- Approval: Upon successful review, the consignment documents are processed, allowing the importation or exportation of the sugar products as specified in the permit.
